Autopilot overrides skills that require user decisions (ask_user auto-replies "work autonomously") #5276

Description

@wUEZRs

Version: Copilot CLI 1.0.105, Windows. Model: Claude Opus 5.5. Skill: mattpocock/skills grilling 1.3.1 (plugin).

Repro

  1. Enable autopilot mode.
  2. Invoke the grilling skill (/mattpocock-skills:grill-me) on any task.
  3. Agent calls ask_user with the first question.

Actual: ask_user returns "The user is not available to respond… Work autonomously and make good decisions." The agent then answers the questions itself and starts implementing. As the user I see "Making best guess on autopilot"

Expected: The skill says "The decisions are the user's: put each to them and wait." A skill or user instruction that explicitly requires user input should pause autopilot (or keep ask_user waiting) instead of being told to decide alone.
