Additional notes for reviewers

This plugin exposes one skill, accord-project, for project setup, local status checks and explicit updates. It does not replace Copilot's coding abilities or install a second daily workflow. Accord itself keeps user needs, agreed design inputs, implementation, verification/validation and maintained project knowledge connected through project-local files.

The plugin is intentionally small. Its bundled distribution lock pins Accord 0.9.0 to commit a68af4724e437f719806d041faeddcd95733cf01 and the SHA-256 of its package manifest. On a setup/update request, the skill obtains that distribution from the same official repository (or an existing matching local checkout), verifies it and follows its adoption guide. It preserves user instructions, custom skills and engineering records, and requires installation postflight checks. Network access is needed to fetch an uncached distribution; offline use needs that exact local copy.

Plugin installation/update alone does not modify any project. Project upgrades are separate, user-requested operations; newer projects must not be silently downgraded to the plugin's older lock. Plugin and framework versions are independent. This plugin has no hooks or MCP server and does not bundle third-party skills into plugin discovery. The framework distribution retains its own third-party notices.

Local validation: Vally 0.16.0 passed spec-compliance and valid-refs checks (2/2); Copilot CLI 1.0.83 installed exactly one skill; isolated-profile local marketplace install/list/update passed; source parity, exact file inventory, license, lock and all 145 framework package manifest entries passed. The remote GitHub install smoke test could not complete on the submitter's machine because Git HTTPS connections failed; upstream smoke validation is still needed. These results are not an end-to-end Copilot model evaluation, nor proof of generated documentation quality or human acceptance.

The entry has been published through repository PR #1. Future listed plugin updates will use new versions and immutable references through the documented external-plugin update review process. No Awesome Copilot endorsement is claimed. Feedback on whether this narrow project-adoption entry fits the collection is welcome.
