Would be nice to have this released. #5073 seems to have a fix for an issue that just caused us go into a state where we don't have any healthy runners but having tons of zombie EC2 instances (they instance would start but the GitHub runners didn't get to register). |

Yeah, this bug combined with AL2023 issues today took out my runners. Please release. |
