`GroupAutofixEndpoint` POST now accepts `seer:write` alongside `event:write` and `event:admin`, through a new `GroupAutofixPermission` so the other `GroupAiPermission` endpoints are unchanged. `seer:write` covers analysis only: `root_cause`, `solution`, and `code_changes`. Steps that act outside Sentry (`open_pr`, `coding_agent_handoff`, `pr_iteration`), and runs asked to continue to a pull request via `stopping_point: "open_pr"`, still require `event:write`. A caller without it gets the RFC 6750 `insufficient_scope` challenge for `event:write`, so the Seer agent can still ask the user for approval. Existing callers are unaffected: anyone who could POST before held `event:write` or `event:admin`. Refs AIML-3633
