  • The custom filters table said "Filter Rules", "Search rules", and "No rules match your search" while the rest of the page, the modal, and the API talk about custom inbound filters.
  • Heading is now "Custom Inbound Filters", the search box says "Search filters", and the empty states say "No custom inbound filters yet" and "No filters match your search".
  • The modal titles ("Create Custom Filter", "Edit Custom Filter") are left alone here, since that code moves in ref(inbound-filters): Move the custom filter modal into its own module #126852. They can follow once that lands.
  • Copy only, no behavior change. Branched from master.

… one name

The table said Filter Rules, Search rules, and No rules match while the rest of the page and the API talk about custom inbound filters. The heading, the search box, and the empty states now use the same words.
