ref(skill): Improve reproduction creation and Github comment step

In #4, some things didn't go optimally with the reproduction and how we surfaced it to users. For instance, the wrong SDK was used, an important framework was omitted and the github reply conveyed an incorrect message.

This PR adjusts the skill to:

• stress that the specified SDK and SDK version must be used
• stress that the specifiied framework or library must be used
• turn around reproduction testing and readme creation (now happens after testing)
  • instruct the agent to write in the readme if it couldn't reproduce the bug
• modify the GitHub comment creation to only post a comment if the agent successfully reproduced the bug
• instruct the agent to explicitly ask for permission to posting the github reply (not sure if this works, someone who knows more about skills and claude please double check)
