Documents the operator-facing workspace health endpoint and non-destructive sandbox restart semantics, alongside the exact Sentry and Cloudflare correlation fields introduced by #184 and #185.
The runbook makes the safety boundary explicit: a completed preparation may resume, while a mutation that has started without a recorded completion requires effect reconciliation rather than a replay.
