Write the How to Write Service Discovery Plugin page - #694

The page has been a heading and TODO: Write since it was added, while SUMMARY.md lists it as How to Write Service Discovery Plugin. Fill it in following the layout of the parser and storage pages: an example plugin, the methods a plugin implements, the Service struct, how the discovered services reach the owner plugin, and how to test. Also fill in the llms.txt description, which was missing because the page had no content to describe.
