This fixes an issue with the proxy-client reconnecting to proxy-server following a lost connection.
Before, the client only reconnects after making a failed request. This PR changes the behaviour to detect the connection dropping immediately and reconnect, meaning be the connection should be open again
It also adds keep-alive configuration for HTTP2, meaning connections should be much less likely to get dropped in the first place.
