docs(agents): Tests API reference and CI guide

Agent tests are now available on the public API. This adds:

• A Tests group under Agents API with 13 endpoint pages: tests CRUD, attach and detach, test tools, run tests, test batches, and test runs.
• A "Run tests from the API and CI" section on the agent tests page: export and import, attaching, running a batch and waiting for it, history, and a GitHub Actions workflow that fails the build on failed or errored runs.
• The 1,000 runs per API batch limit in the limits table.
• api-reference/openapi.json refreshed from the live schema.
