Overview
Deletes the Production Build and Deploy GitHub Actions workflow (.github/workflows/dispatch.yml) that ran on pushes to gh-pages.

That workflow synced built docs from firebolt-db.github.io into staging, Guru sync, and preview repos via REPO_ACCESS_TOKEN. It is being removed because it is obsolete and contained broken references. No documentation or application code changes—only CI cleanup. Remaining automation (e.g. pr-check.yml) is unchanged.
