Increases the default HTTP/2 flow control window size from 64 KB to 256 KB to speed up large document reads.
Because a larger window size could cause head-of-line (HoL) blocking on poor or unstable internet connections (especially during concurrent reads with large documents), this PR also exposes a new configuration setting,
grpcFlowControlWindow, onFirebaseFirestoreSettingsand its builder. This allows developers to customize the flow control window size or revert back to the previous 64KB limit if they observe network regressions.go/firestore-flow-control-api (internal)
