Increases the default HTTP/2 flow control window size from 64 KB to 256 KB to speed up large document reads.

Because a larger window size could cause head-of-line (HoL) blocking on poor or unstable internet connections (especially during concurrent reads with large documents), this PR also exposes a new configuration setting, grpcFlowControlWindow, on FirebaseFirestoreSettings and its builder. This allows developers to customize the flow control window size or revert back to the previous 64KB limit if they observe network regressions.
