namcap originally only permits uncommon licenses to be put under
/usr/share/licenses/$pkgname/, but eweOS also accepts/usr/share/licenses/$pkgnameitself as the license file, which fails thelicensepkgcheck.Patched the function to make namcap recognize the single file as the license as well.
