Adds focused tests for the shared report transformation layer across HTML, JSON, and PDF outputs.
This PR introduces
tests/test_report_transforms.pyto cover stable data-contract behavior such as cost ordering, risk counting, impacted resource mapping, alternative-technology filtering/grouping, and report-relative icon path construction. The goal is to increase confidence before refactoring the overlapping report transform modules.
