Adds low-risk smoke coverage for the report pipeline without touching live AWS/Azure provider flows.
This PR introduces
tests/test_report_pipeline.pywith checks for HTML, JSON, and PDF report generation using controlled fixture data, plus a small transform-level assertion for JSON cost ordering. The goal is to protect the core reporting contract while keeping the tests resilient to future HTML/CSS redesign work.
