The #3285 [Unreleased] "Added" bullet gains the two user-facing refinements that shipped clearing the deferral set: tag scope now covers a tag's whole subtree (#3367/#3379 -> "a fleet tag (and its sub-tags)"), and the range operators gained an optional Critical tier (#3372/#3380 -> "with an optional Critical tier"). The COUNT-metric range no-data guard (#3373/#3378) is a correctness hardening with no user-facing surface, so no bullet. One post-wave splice; documentation only, one line changed, CRLF preserved.
