remove cron from github ci

when I opened #989 CI wasn't running because there was no activity in more than 60 days 😞

we need to turn off Cron on repos that fall into that category 👍

I'd argue we should kick the repo if we want crons. We should have a cron on anything we think could rot with dependency drift.

We do eventually want ho remove this from the blueprint so idk 🤷

@kategengler I agree that cron is generally a good thing, but unless it is actively notifying us that there is a problem then it is pointless 😞 also #989 removes the last dependency from the deployed package so I wouldn't worry too much about drift 😂
