Update actions/cache from v4 to v6 and align the CI regression assertion with the upgraded action. Preserve the security cleanup from current main.
Remove the optional npm version-update configuration introduced by #299, which immediately opened unsolicited PRs #301, #302 and #303 during backlog cleanup. Those version upgrades are deferred and their PRs closed; the existing weekly GitHub Actions dependency checks remain enabled.
Validation: 266 local Node tests passed with the updated cache workflow/test. CI is required before merge. No application dependency versions are changed.
