P2 Badge Pin the Jupyter-compatible Tornado patch release

When a Jupyter FileFindHandler-backed resource such as /static/... is requested, Tornado 6.5.9 raises an AttributeError and returns HTTP 500 because Jupyter's handler is incompatible with the newly added allowed_symlink_directory state. This template pins and launches jupyter-server, so those routes become unusable; the Tornado 6.5.10 release notes explicitly identify the Jupyter regression and its fix, and 6.5.10 was already available before this commit.
