This gate is never enabled in the current production turn paths: a repository-wide search finds packages/dex-host-rs/src/host_turn.rs:105-120 and packages/dex-host-rs/src/turn.rs:66-77 hard-code voice: None, while their HostTurn and LocalTurnRequest inputs have no field through which a resolved TurnVoice could arrive. Consequently gateway and local TUI turns continue to stream unchecked prose and may run subsequent mutations even when a workspace policy requires terms, citations, allowed domains, or a response-word limit. Carry the host-resolved policy through those requests and persist it on UserMessage.
