Move forge workspace to edition 2024 and bump published Dusk dependencies#14

This moves the forge workspace and generated template to Rust edition 2024, updates the published Dusk crate versions used by the workspace/template, and switches the default toolchain to stable so the current dependency graph validates again.
Blocked by unreleased v1.6.0 crates.
