Clean up the Workflow repository first visit

Summary

• rewrite the root README as a concise stable 2.0 entry point for the embedded Laravel runtime
• replace prerelease/docs handoff machinery with stable 2.x Packagist, protocol, and Laravel upgrade verification
• correct stale agent guidance and released changelog headings

The obsolete Packagist deployment environment and its 94 historical deployment records were also removed from the repository settings.

Verification

• Python build-routing tests
• Laravel embedded upgrade contract PHPUnit test
• coverage ratchet self-test
• ECS style check for the changed PHP test
• Symfony YAML parse for every workflow
• public-boundary scan
• all README documentation links return HTTP 200
