Part of #325. Lands two PRs in one CI cycle (branch protection is strict, so each merge otherwise needs its own cycle):

The only conflict was the two new test module declarations in rust/tests/execution.rs; both are kept. Both new tests pass on SQLite on the merged tree.

Published PHP SDK workers complete a query task with the plain result and
its envelope, and published PHP Server returns that plain result to the
caller and in the control-plane envelope. Native required the envelope,
dropped the plain result and answered result: null, so main's SDK query
direction profile saw the published Python client's hydrated result differ
from the wire response.
…imits

Published PHP prepends EnforcePayloadLimits to every request. Native now
applies the same checks in an outermost layer: the payload size limit
(DW_MAX_PAYLOAD_BYTES, default 2 MiB) with 413 payload_too_large, a JSON
media type for bodies on POST, PUT, PATCH and DELETE with 415
unsupported_media_type, and 400 malformed_json with PHP's json_error text.
Worker-plane routes answer in the worker envelope, others in the
control-plane envelope. The external payload upload keeps its own rules.
The fixed 3 MB body cap is replaced by the configured limit.
