The storage-test fixture configures a local payload root under file:///state, which the SQLite job mounts but the MySQL and PostgreSQL jobs did not, so published PHP answered its round trip with 500. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Part of #325. Fixes two failures on main's database jobs that are not required checks.
Takeover refusal qualifications. #570 taught native to run cron schedules and narrowed takeover's schedule refusal to match. The PostgreSQL and MySQL takeover-refusal qualifications still used a plain cron schedule as their "unsupported schedule" case, so takeover now accepted it. This failed
