Adds a
Quotastab to project details in dstack Factory, showing Type/Value, quota Info, and an Increase button linking to Discord. The existing quota API is called only when the tab opens.Out of scope for this PR
dstackbackend. This requiresPOST /api/projects/{project_name}/getto expose backend presence; it currently flattens marketplace providers into individual backend entries.
