Description

Skill Validation rejected the agent name, the release-note gate failed every OneLoc localization PR, and Regression PR Shepherd failed pushing memory once its branch held more than 100 files.

The Shepherd limit is now 200 and its prompt asks for a single state file. The memory branch still holds the stale files and needs a one-time prune.

Checked locally: skill-validator passes for agents and skills; the exemption predicate is true for #20563 and false for a human PR; the Shepherd lock recompiles to a no-op; actionlint output is unchanged. Not exercised live: the next scheduled Shepherd run and a OneLoc PR event.

No associated issue.

Checklist

  • Test cases added
  • Performance benchmarks added in case of performance changes
  • Release notes entry updated:

Workflow-only change; nothing under src/, vsintegration/src or FSharp.Core is touched, so release notes are not applicable.
