What changed in this PR
Separates OPS reporting into artifact collection and privileged publishing workflows, adopting the split actions from dotnet/docs-actions#37.
Changes:
- Runs report collection on
pull_requestwith read-only permissions and uploads diagnostics as an artifact. - Adds a
workflow_runpublisher to download and validate reports, then publish preview links and annotations with write permissions. - Updates pinned action revisions and adds SHA-pinned artifact actions.

Update the OPS status to use the results of dotnet/docs-actions#37. This separates the workflow into two separate actions.
In addition, pin dependent actions to the commit SHA.
