Split OPS reporter on a security boundary - #2292

The OPS status workflow is now two steps, separated by a security boundary. The first runs the status in the PR author's context. The second publishes updates in the base repo context.

Separates OPS report collection from privileged publishing, aligning the documentation workflows with the security-boundary changes in dotnet/docs-actions#37.
Changes:
- Runs report collection on
pull_requestwith read-only permissions and uploads results as an artifact. - Adds a
workflow_runpublisher with permissions to post pull-request feedback and check annotations. - Updates SHA-pinned action dependencies and adds a comment to an unchanged action reference.

Update action scripts based on dotnet/docs-actions#37. This splits the OPS reporting workflow on a security boundary.
