Add CI rollout baseline

What changed

• Added a Test job before the reusable Docker Build job with representative PHP, Node, and Ansible smoke checks.
• Added a Docker Hub Docs job for dockette/ci.
• Normalized Makefile build, test, and run aliases while preserving existing versioned build targets.
• Updated README badges to the dockette/copybara style and kept the standard Maintenance section.

• Establishes the Dockette CI rollout baseline for dockette/ci with reusable build publishing, smoke-test coverage, Docker Hub description updates, and consistent README metadata.
