Adds a configurable same-email policy while retaining explicit linking by default. Google always requests an account chooser. Non-authoritative email claims require a fresh, live email-OTP session before provisioning or linking; explicit link requests are disabled in same-email mode.
Validation: 138 tests, typecheck, formatting, and independent packed-package consumer checks passed.
