Adds @dhis2/skill-discourse under src/skills/discourse/: a skill for setting up the official @discourse/mcp server against the DHIS2 Community of Practice and using it from an AI coding agent.

It covers:

• Setup — generating a Discourse user API key, registering the MCP server at user scope with write tools enabled, and the gotchas we hit (missing profile dir, --allow_writes, harmless 404 on /ai/tools).
• Reading — searching topics and posts, filtering recent activity in a category, reading threads (with post content treated as untrusted data).
• Drafting and posting — defaults to Discourse drafts the user publishes from the composer; only posts live on explicit request. Includes the new_topic draft/sequence handling and a pre-filled composer link fallback when write tools are unavailable.

The skill was ported from the dhis2-chap/claude-plugins marketplace, where the CHAP team uses it to search the CoP and draft release announcements, and generalised for DHIS2. The Chap & Modeling category (id 84) is kept as the worked example.

Also adds the skill to the README install section and the workspace lockfile. No changeset, per CLAUDE.md (skills are ignored by changesets).
