Command to switch between stable and beta releases of Dev Proxy

Users can installed Dev Proxy stable and beta side by side and use them with Toolkit, but it's a pain to change the setting if you want to switch backwards and forwards.

A command that can be used to switch release, stable to beta and vice versa would make this much simpler.
