- Cereal is only required when LibRI is enabled; only enabling LCAO would not pull it in.
- Update ELPA requirement to be consistent with CMake message.

Question: Does PW really not need ScaLAPACK? I ask this because I'm used to assuming ScaLAPACK to be necessary as long as MPI is enabled (and actually CMake indeed do so). |
