This pull request updates the region name from 'Middle East & North Africa (excluding high income)' to 'Middle East, North Africa, Afghanistan & Pakistan (excluding high income)' across several World Bank configuration CSV files, maintaining the existing DCID mapping. The region was renamed to 'Middle East, North Africa, Afghanistan & Pakistan (excluding high income)' in the source API. This updates both observationAbout.csv and the individual pvmap configs so that these regional records are correctly parsed instead of being skipped/deleted.
