feat: add blocked content tutorial video placement

Changes

Prepare a “Watch how it works” button below the explanation in Feed settings → Blocked content, using the same spacing and shared tutorial player as the tag-selection tutorial. This shared section covers the main feed and custom feeds.

The player opens above feed settings, supports autoplay after any required cookie consent, and restores the underlying settings when closed.

This draft is waiting for the published video link. Before merging, fill in:

• feedBlockingTutorialVideo in packages/shared/src/lib/constants.ts with the supplied short link.
• feedBlockingTutorialVideoId in packages/shared/src/lib/video.ts with its YouTube video ID.

Both values are intentionally empty for now. The existing player guard keeps the trigger hidden until a video ID is supplied. The generated video and recording experiments are not included in this PR.

Manual Testing

• Existing tutorial/player regression tests: 2 suites, 7 tests passed (including stacked-modal dismissal, focus restoration, consent, and the unavailable-video guard).
• Changed-file ESLint and strict migration guard passed.
• Full webapp tests and their lint precheck passed: 93 suites, 722 tests.
• Full webapp TypeScript check reports the same 12 existing errors in unrelated account notification, experience, source, and squad test fixtures; no errors in changed files.
• Final video playback and device/browser checks are pending the published link.
