Adds native and Dart APIs to verify Spark address ownership proofs against the exact message, address, and network, rejecting malformed and noncanonical proofs. This provides the verification support used by cypherstack/stack_wallet#1439 and complements the generation API merged in #50.
Validation: all 12 library tests pass, including valid proofs, changed messages and addresses, wrong networks, and malformed proof encodings.
