docs: rename user_secrets_module/org_secrets_module to config_secrets_user_module/config_secrets_org_module

Summary

Updates skill documentation to reflect the module rename from user_secrets_module/org_secrets_module to config_secrets_user_module/config_secrets_org_module, matching the upstream rename in constructive-db #1219 and constructive #1189.

Two files changed:

• constructive-features/SKILL.md — feature table entries for encrypted secrets (per-user, org-scoped, app-wide)
• constructive-sdk-database/SKILL.md — available modules table in the provisioning docs

Review & Testing Checklist for Human

• Completeness: grep the repo for any remaining user_secrets_module or org_secrets_module references that may have been missed in other skill files (e.g. constructive-platform, other references docs)
• Accuracy: confirm the new module names (config_secrets_user_module, config_secrets_org_module) match what constructive-db #1219 actually uses

Notes

• session_secrets_module is a separate, unrelated module and should NOT be renamed
• This is a docs-only change with no functional impact — safe to merge independently, but should land after constructive-db #1219 to avoid referencing names that don't exist yet
