Summary
Remove Debian Bullseye from the Citus release and nightly build matrices following upstream LTS end on August 31.
This change deletes only the two Bullseye matrix entries. All other distribution targets, PostgreSQL settings, and architecture gates are preserved. The workflow YAML remains structurally equivalent apart from those deletions, and the dynamic installation-test matrix inherits the removal automatically.
This must land before the packaging
developbuilder deletion because the current Bullseye path still depends on live ARM64 tooling.
