Summary
Debian Bullseye has reached upstream LTS end of life, so remove it from TopN package builds.
The common platform matrix entry is removed, which retires both Bullseye architectures while retaining the architecture gate and all remaining platform values.
Merge order
Land this before the packaging
developbuilder retirement. ARM64 builds clone the livedevelopbranch, while AMD64 otherwise continues using the retained image and pinned older tooling.
