feat(ui): add read-only AETHER governance observation

Scope

Add /aether to the authenticated ChittyCommand UI as a read-only projection using existing getBridgeStatus and getTasks endpoints. Sidebar navigation included.

Security constraints

• Never claim SYSTEM SAFE, real-time telemetry, Ed25519 authorization, verified Ralph Loop, Canon proof, or per-P AI Search isolation from a simulated UI.
• No issuance of capabilities, mutation of Canon, approval gate, external dispatch, or new backend endpoints.
• Missing data and failed queries surface as unavailable (fail-unknown), not green.

ADR-0024 alignment

Approved architecture is not operational certification. TY-VY-RY governance, epistemic promotion, independent authorization, reservation/outbox, and memory federation remain in existing governed backend surfaces pending separate acceptance evidence.

Validation

Source-level checks pending CI. Check UI TypeScript and Vite build (npm run ui:build) before review and merge. No deploy or merge authorized.
