Temporary validation PR for #148 only.

This branch differs from feat/legal-matter-bootstrap-executor solely by setting the CI dependency-audit step to continue-on-error so backend typecheck/tests execute. The independent Governance Gates workflow remains unchanged and is expected to fail on the known production dependency advisories tracked in #149.

Do not merge this PR.
