Remove snippet references from docs

Summary

• Remove snippet docs and API reference pages from navigation and content
• Remove snippet-related references from setup/teardown, CLI import, Terraform, Pulumi, and guide pages
• Rename Terraform snippets/environment variables page to environment variables only

Why

• We're deprecating the snippets functionality as we see little use of snippets from our customers
• Code reuse leveraging source control and CLI & MaC workflows are a better fit than code snippets managed through a UI
