rc.15's starter type dropped the cancelled status and changed unrelated defaults, so clean rc.12 collections lost cancelled on reapproval and collections set up by earlier generators could not be approved. rc.16 is rc.12's starter plus assignees only. Co-Authored-By: Claude <noreply@anthropic.com>
