Step 9: the DEFLATE encoder. Levels 1, 6 and 9 (decisions 12 and 13), in all three containers, with Flush.flush and encoded_len_max.
Check: decision 15 for encoders: every output decodes to its input through zlib, Wuffs and stdx; the output is the same under every split, and its hashes match across hosts and modes (invariant 5); encoded_len_max holds; the ratio and speed per level against zlib, zlib-ng and libdeflate; mutations.
