Thanks for doing all this legwork ahead of time!
I backed out the updates to wac for now since they aren't required to update wasm-tools, but once wac is published I'm happy to pull those in too

This is a follow up on bytecodealliance/wasm-tools#2421, preparing for a future wasm-tools release.
Sadly wasm-tools upgrades arena-id, so a wac update is also needed.
