Add Basic React product-delivery Flow

Summary

• add a Basic React product-delivery Flow with run and explicit abandon entries
• bind the pilot to one concrete inbox plan
• generate matching Codex and Claude skills
• pin the exact local pilot runtime and frontend packages

A bound run keeps its original delivery when the inbox changes. The abandon entry must reach safely-abandoned before a replacement run can bind.

Depends on operatorstack/boatstack#211.

Verification

• npm ci
• npm run boatstack:flow:check
• isolated runtime pilot: changed inbox refused without retargeting; explicit abandonment reached a terminal state; replacement bound as a new run
