Raised gtest_discover_tests DISCOVERY_TIMEOUT to 60s in tests/beman/copyable_function/CMakeLists.txt. Added vcpkg port templates, manifest, and CI/release workflows; bumped infra-workflows from 1.5.3 to 1.6.0. Bumped vcpkg-configuration.json baselines (microsoft/vcpkg and bemanproject/vcpkg-registry) to match exemplar. Removed superfluous comments around project() statement in CMakeLists.txt. Added .swp and .orig to .gitignore. Bumped infra/ beman-submodule to 1b14bad2cd2cf0e44d1aeb608557e0e35ce27eaa (BEMAN_LOCKFILE rename, llvm-libc++ SPDX, telemetry typo, README).
