build(deps): bump urllib3 in dev uv.lock files - #4381

Bump urllib3 from 2.7.0 to 2.8.0 in dev/uv.lock and sphinxdocs/dev/uv.lock. These locks pinned vulnerable versions flagged by Dependabot. Relock dev/uv.lock and sphinxdocs/dev/uv.lock with `uv lock --upgrade-package urllib3`, leaving other pins intact.
