Summary

Keep Public Command Surface focused on PATH and launcher behavior by moving setup profiles, Python runtime policy, setup parallelism, and completion notifications into docs/command-reference.md under Setup Profiles And Behavior.

Issue

Fixes #2035

Validation

  • git diff --check
  • ./bin/base-test — 1,051 Python tests and 899 BATS tests passed
  • focused documentation tests: 23 passed
  • focused public-command inventory BATS test passed

Docs Impact

The README retains a direct link to the moved setup guidance from Installation Details; command behavior is unchanged.
