ci: stop automatic governance review requests

What changed? Why?

Removed the CODEOWNERS rules for docs/docs.json, docs/ia-guidelines.md, and docs/content-guidelines.md. Those rules automatically requested reviews from both @ericbrown99 and @mindapivessa whenever the files were touched, as seen in #1939.

The IA approval checks remain unchanged and still enforce Governance Owner approval when a protected structural change actually activates a gate. This only removes the automatic reviewer requests.

Notes to reviewers

The comment-only CODEOWNERS file is retained so the intent is explicit and changes to it remain protected by the CI Configuration gate.
